The social mores dictate morality. Not many years ago it was not permissible to use certain language on television. Society has relaxed some of its constraints and as a result the language has grown harsher.

Why, you do! Other than that, your morals are dictated by whoever or whatever you allow yourself to be controlled by. You can delegate that authority to a church, or various politicians, or parents. As time goes on, you can de-delegate the authority and take it back for yourself and steer your own ship, if you have the inclination to do so.

The choice is yours. You can be free, or if you choose not to, you can be happy in the knowledge that the world (apparently) needs lots and lots of easily controllable, sheeplike people.

Societal norms and whatever body happens to be governing in a given society.

In the USA; either Democratically elected officials pass laws or the courts rule.

In a monarchy such as Saudi Arabia the King and his court sets the rules.

Individuals dictate morality through their actions.

Nobody. You cannot legislate morality.
You can make things legal or illegal, that's about it.
They are usually extreme things.
Morality traditionally comes from a religious system....for example, Catholics, Protestants, Jews, and their faith.
But there are many atheists today, so they are not geting their morals from a religious sytem. They are getting it from the culture.
