Yes, if not in city limits, then there are still county licensing and tax requirements, and state health laws that you still have to follow. I used to run a cart.

No idea but ill tell you a short story about a hotdog stand. Back where im from in a small town thats got up to about 25 thousand people in it now, there used to be a hotdog stand outside the night clubs late at night for all the drunks to get hot food. Anyway they were also known as the hotdog stand who sold $50 hotdogs. They got shut down for a long time.
