It's "You can do it". It translates the Italian "ce la fai" or also "puoi farcela".

ce le fai is a slang aternative to Riuscrie which just means "you can do it".

spelling is incorrect, it should read "ce la fait", meaning "this (item/person) does" Depending in which context the phrase is used.
