I wanted to emphasize my volunteer work, but I've been advised not to submit an essay. How much can I write in the Additional Information?

I don't see why you can't write a short essay on your volunteer work (about 250 words would be appropriate).
Make sure that when you emphasize your volunteer work, you make it clear that there is a reason that you do it, something that you get out of it. How did the experience influence you? Change you? Otherwise, it just looks like you're trying to pad your activities list.
You could also consider putting volunteer work under your activities list.

You don't have to write a whole essay. You can just say something like "In addition to what I have listed in the application, I have volunteered at the local SPCA every summer for the last 3 years. My work included feeding the dogs and working at fundraisers."

If your volunteer work was a significant experience for you, you may want to work it into your main essay.
