Well i can't control the heater's on/off, so will wrapping the heaters pipes and vents tightly reduce or stop the heat completly? It's burning in my room.

It would be better to find out what the problem is and, fix it. You messing with something that shouldn't be, the wrapping.

If you do decide to wrap it, go to Home Depot and get a good heat pipe wrap, they do make insulated pipe wrap, it would be safer then what you suggest.

Like the other guy said why dont you close the vent ?If it doesnt have a damper/blend door on there than they make magnetic heat register covers you can put over there of you can crack a window open, or better yet adjust the heat turn it down, doesnt have to be turned off.

It will not stop the heat no. You need to do something to control the heater itself.
