Flies lay eggs where ever their offspring could survive. These eggs can survive through the winter, which is the only time of year when there is no flies, as they are all hibernating. These then hatch when they come to conditions in which they can have a food source and survive.

Just because you don't see the flies doesn't mean they aren't there (or weren't at some point). Maggots don't just appear, they come from eggs that are laid by flies. However, because most people do not necessarily know the difference between fly maggots and certain other forms of larvae, depending on the size, number of legs, and color of your "maggots" they could also have come from another insect. However, they most likely came from flies.

Flies lay eggs. Eggs hatch into maggots. No flies, no maggots. There is no spontaneous generation. Read about Pasteur's experiments.
