People have been able to find our 3 year old through another person's unauthorize blog about him. We've asked her to stop, but she refuses to take down the content.

What kind of contact has been made? You may be able to tie the blogger to that--but definitely consult a professional especially if its a seemingly dangerous situation (you may also want to make the 3 year olds teachers aware so that they can be extra careful with strangers)

I believe that if the child is under the age of 18 consent of a parent/guardian is needed.

Contact the isp where the blog is hosted and explain the situation. They will probably remove the offending information.

It's currently perfectly legal, I'm afraid.

However, if you contact the ISP that hosts the blog it's likely that they'll agree to make her take it down.

I think so...as a teacher I must have written consent for those types of things..
