World government simply can not happen, the anarchic system is what defines the global world order. The only reason there is any sort of agreement is due to the international organisations that bring people to the table. Most often then not for their own gain and almost never by force.

Yet countries will always do what is in their best interest. Politics at the end of the day is about the distribution of scarce resources. International and transnational organisations, companies and agreements allow this to happen.

Maybe the point that the CFR is making is a bit vague, but essentially are they not saying that cooperation on these global matters (that affect us all) not better then the alternative of having to resort to force?

The CFR is a 'thinktank' of scholars and experts who try to explain what is happening and what is the best course of action to take...but it is just advice at the end of the day. Could you imagine what would happen if the USA had a president that did what they thought was best, regardless of the experts?
