My mower is a rover wayfarer brand with a briggs & stratton 4hp qauntum engine on it, The mower starts like a dream but will only work at full revs and will not idle, Can anyone help me out with an answer to this question,,, I also just put a new govenor spring on it

I am assuming that your mower has a throttle cable. Very likely the cable shielding has slipped out of its' fasteners and the cable is holding the carburetor throttle adjustment wide open. All you have to do is pull the cable assembly back and watch to see if the carburetor throttle closes. When you feel the cable is in the correct position, tighten the fasteners to secure the cable housing. It may take a couple of attempts until you find the best position for the cable housing, but this is a simple job.

You said that it is over reving. Did this happen before or after you replaced the spring? I would bet that if it runs at full speed but not at idle that the carburetor needs cleaning. Most likely it is a diaphram carb and it needs to be cleaned and a rebuild kit installed. While you have the carb off clean the gas tank also.

Sounds like the govenor spring is either the wrong one or it wasnt put on right.
