Vogue has a similar pattern as well. Just don't do the ruffle on the bottom.

In this kind of dress, the body of the fabric essentially "hangs" from the neck. You'll need a good pattern, but it should be quite an easy dress to make if you're familiar with sewing at all. The link below is a pattern for a similar dress; you'd just need to make it without sleeves.
