Your tank is really too small for either, but you could try a single angel. Be sure to research first and foremost. Dwarf angels like these can't be housed in groups because they will fight.

** Edit to add **

I'm aware of the types of angels you're referring to and I'm telling you the tank is too small for either of them. Either really needs a bare minimum of 30 gallons (some would say 40 is the minimum). The care would be easier with the flame, but a 20 gallon tank would make a better quarantine or hospital tank than a permanent housing situation for either one of these guys. Some people may think cramming what will grow to be a 6 inch fish in a 20 gallon tank is okay. I'm not one of those people.

I advise you to look further into the housing and dietary requirements of dwarf angels if this is what you intend to keep.

I think you're asking about a Heraldis angel. You shouldn't get either. The Heraldis should have at least a 40 gallon, and the flame a 30 gallon. And even if you had a tank of this size, it's only one angel (total) in the tank - angelfish are aggressive and the dominant fish will harrass any others of that type to the point they are either killed, or won't eat.
