What you want to do is work with what you already have.
You say you have dark brown eyes. If you want something that serves the purpose of makeup, but ALSO still looks natural, try using a brown creme eyeliner with an eyeliner brush along the lash line on your top eyelids.
If you don't want to spend a lot of money, I would recommend using L'oreal H.I.P creme eyeliner. It comes with the brush and is a professional way to give yourself a natural but finished look.
You may also want to try using lipgloss. If you really want to stay natural, try using a nude or clear lipgloss. For a night out or if you just want a little extra glamour, use a lipgloss with some shimmer or sparkle.
Maybe even try bronzer. HOWEVER, with bronzer do NOT use a "kabuki brush", you need a big fluffy one that won't apply the makeup a lot at a time.

Just a little blush and eyemake up should help. Stick with neutral colors, like browns. I would recommend saving some money going to a place like the mall. Something like a clinique counter will give you a makeover type thing. Just tell them you want a simple, low maintenance look. They can help you choose colors and show you how to apply them.
I would avoid eye liner, since then you can tell you are wearing makeup. I would get a blush, eyeshadows, mascara and light lipcolor. Just a little color will add alot. Maybe graduate to foundation to even out your skin tone, but stay away from powder until you know how to use it.
But experimienting, reading how tos online and magazines will teach you what looks good and what doesn't. It's about trying it out. And washing it off before anyone notices.

Play around with it till you like what you see. Make up is so much fun. Get Maybelline mascara, the one in the pink tube. Get a Kohl eyeliner, black or dark brown. Get some eyeshadows that go nice with your skin. And try different colors of lip gloss and lipstick, coppers. A little blush. Look in the magazines and see the different models that have your coloring and see what colors they use that should really help. Also, you could look on the internet under make up application and make up artists. Maybe some make up artist will help you too. Good luck.

if your at the store or something say hey this is a pretty color of blush and she might say yah it is then say can we get it just to try it out then in a couple days shell say hows that makeup doing then it will become normal and she'll start letting u thats what i did but if u want the best kind of make up with minerals in it than u better check out this website cus u know sum of the stuff they sell at walmart has oil like the oil we put in cars okay check out thist website hope i helped

as to asking yourmom to get you makeup, just say something like,
'hey, [insert friend's name here] wanted to see what i would look like with makeup on, and im tired of her nagging me about it. so could i get some?' then later tell her that you like the way it looks and keep getting it.
