There are a lot of maybe's here, but if you are still in high school, perhaps he bats for the other team.
Really there is not enough info to tell you why.
Maybe he is really nice, and he isn't in to you as much as you are into him and dosn't want to use you.

Well it could be that he doesn't want to or doesn't feel up to it. But first you should talk to him if he does want to and you do as well discuss his penis and its hardness. If ti is not gettign hard enough try playign wiht it or giving oral or somehting until it grows. If it still does not grow he could have an erectile problem and could see a doctor.

Maybe he's too shy or as crazy as it sounds...wants to wait until y'all are serious.If U insist try subtle little advances like laying your head on his lap & "accidentally" brushing your head against him.Don't be too aggressive with him.It sounds like he wants to go at a slower pace than U do.

If you truely care about him dont force the issue.....Maybe he wants to save himself for his honeymoon.....whats wrong with that? What an honorable thing.....you keep pushing the issue your going to make him uncomfortable and you might lose a good thing....and if you do....good for him there is probably a better catch out there for him who will respect his wishes.

Leave him alone, and let him chase you. You might be surprised to see how he reacts when you make him make the moves. Just be friendly and nice, not bit***yness. Laugh and have fun, but no fondling etc, unless he initiates it.
