It's called a bindi, and it's worn by Hindus. Traditionally, a bindi is a dot of red color in the center of the forehead, between the eyebrows, which helps strengthen the chakra (spiritual energy) of the third eye. It used to be that only married women wore it, but nowadays, it has become more of a fashionable decoration, and Southeast Asian women, married and unmarried, Hindu and non-Hindu alike wear it. There are also many different kinds of bindis, from the traditional red dot, to more elaborate, stickon designs, sometimes with "gems," like you said. Bindis are also called tilaks.

First of all, thanks for the question since I too had wondered about the dots Hindu women wear on their foreheads.

A dot on the forehead symbolizes the third eye of divine insight, seeing things that the two physical eyes do not see. A bindu (in Sanskrit), or else a bindi in Hindu or potta in Tamil, is placed on the 6th chakra, the seat of concealed wisdom. While a red bindu traditionally signifies marriage, and unmarried girls wear a black bindu to ward off the evil eye, and perhaps unwelcome male attention, more and more Hindu women wear peel and stick bindus as a fashion statement which also advertises their faith just as a Christian would wear a cross or a Jew would wear the Star of David. I'm not sure Madonna occasionally wears one, however. Widows, incidentally don't wear this symbol.

if ur talkin about the red dot thing, i think its called a bindi. my friend is indian and she said that its like a sticker kinda thing.
