My boyfriend has a 4 wheel drive subaru wagon. He wants to get snow chains. We are debating on how many to get. We are planning on going to the Mtn. and will only use them once or twice a yr. I have read some cars need 2 pairs and some only need one pair. What is the safest way to go?

It is not illegal to have snow chains on the mtn. it is required. It is not for daily use just a strip up the mtn.

Also, we dont want to buy studded tires because the chains are cheaper and we will only use them for a few hrs.

On an AWD drive Subaru it's not about the safest way to go; you will NEED them on all 4 tires. If you put on only one pair you will damage the differential of your AWD system.

Unlike what the above poster wrote, they are legal in some states and you will have to check with your local laws if you can use them. Some states like Colorado REQUIRE you to have chains in certain places.
Having said that, 4 studded snow tires would be alot easier.

If you have an all wheel drive I wouldn't bother putting on chains. It should get along good with out them

Usually they are installed on the driving wheels so I would put them on the fronts where most of the weight and power is...if in doubt as to the severity of the weather/snow, put them on all four wheels for added traction and stability.

Subaru's do not need snow chains because they are AWD.
Snow Chains are illegal in everywhere because they are dangerous. They damage your tires and it could pop them. It also sometimes flies off the car and hits another driver.

I run studded tires on my legacy and haven't had any problems with Vermont winters. Chains are unnecessary.
