Yes

Windows Easy transfer:

In a network, just transfer data from the old computer to the new computer. easy as that.
When you're done, just install the programs and that's it.
All the XP programs I try work in Vista.

I agree with Mike those USB things are junk, use a external HDD or flash drive and you will have something worth while when you are finished.
You can run an upgrade advisor to see what programs you will have problems with before you install Vista. Now the first time I installed I did an UPGRADE and it didn’t work all my folders were there but all were EMPTY. THANKS Microsoft!!!! Luckily I backed up all my stuff (as always) to my External HDD before upgrading. So I would advise backing up my data before doing an upgrade. If there is a compatibly issue with a program just go to the properties of the .exe file and then to the compatibility tab and run it in XP SP2 mode. DUHhhhh. Oh yea you can use a router but will have to set them up in a workgroup first which can be fun in itself. I have a link to do it that I wrote if you want. I networked my Vista laptop with my other 3 xp computers.

Yes you can but there are known issues with file sharing. Also programs may need to be updated or ran in compatibility mode. Wait for Vista's next service pack to come out is my recommendation on the whole thing!

No. The first answer is wrong. Easy Transfer does NOT move programs, it only moves the data used in programs.
Windows Programs have to be installed, not just copied, so if you have the original disks, you MAY be able to install them again on your Vista machine.
