I do it to start off the New Year in a good/loving mood and hope that whatever I was doing on Midnight New Years i'll be doing the rest of the year :)

Well, it guarantees a person will get at least one kiss in the year.
If done with a beloved, it is a promise and hope for a good year, shared between them.

Aside from the symbolic significance, I think it is because people tend to remember what they were doing at the stroke of midnight on New Year's Eve.
