I would leave it alone. All this does is make yourself a target and if it isn't affecting you directly at this point, ignore it. Yes, it's disgusting what he is doing, but if she is of age, not illegal.

Is your manager violating a policy that is set forth by the company? Is your manager showing favor to this employee over the rest? Is your manager not doing their job? Is the employee involved in the relationship being allowed out of doing her job because of their relationship?
You are going to need proof of the violation - as in there is a definite benefit for the employee being in the relationship with the manager, as well as the manager not being fair to everyone - in order to have a "beef". If there is no policy about management dating employees, then there is no problem. But ethically, if the manager has a direct effect on the review/performance process of the employee, then they shouldn't be dating. If the manager is of another department, and the employee is not directly reporting to the manager she is involved with, then there is no ethical violation.
Do more investigating. Speak to your HR person, and find out if there is in fact some sort of violation. But right now, all you sound like is a bitter employee looking to sink someone they simply don't like. Sorry. . .

Sounds like your out to get your boss fired. Anyway, check to see if your company has a written policy on interoffice relationships. Some companies do not allow it. Fraternising. It should be an issue if this other person reports directly to you boss. This could have and effect on job performance or favouritism and that would be a problem. This relationship is consensual by the other party so there is no sexual harassment involved. As a manager I wouldn't like the situation.

If the other employee reports to him either directly or indirectly, this probably violates a company policy. What you can do is report what you know to the HR department and let them determine what action is appropriate. If the person does NOT report to him, many companies would allow them to date and his relationship with his wife is not something they usually care about. You say they are living together. If that is true, it does not appear to be a case of sexual harassment.

The only way he would be risking getting fired is if there were a policy against it in that company. Laws outside the workforce only would cause him to be prosecuted if he were forcing the other employee to do things with him against their will.

Unless your supervisor is violating a company policy, or sexually harrassing the other employee, he is doing nothing wrong, and you can't do anything about it.
I would suggest simply minding your own business.

If he is giving this girl extra privileges for being his girlfriend, and if it causes disadvantages for other employees, it could be possible that you could report him for sexual harassment.
