The closest thing to what you are talking about is the ASD- Automatic ShutDown relay, which would be in your power distribution system block, or up against the firewall. It looks like any other relay, so best to look up exact location for your model in a manual. The ASD relay was used from the (at least) late '80's to the present.
The ASD turns off the ignition and fuel pump when it fails to get a signal from the running engine for a time, as in a severe crash. If they fail, your fuel pump will not work, and you won't get a spark.

Doc is correct, no shutoff valve. You will have to relieve pressure on the system before starting work.
Doc - A 1990 Imperial is a New Yorker/Dynasty body with luxury appointments.

No such thing, You would need to relieve the system pressure and cap/plug the line.
Didn't know they made an Imperial in 90...sure you don't mean 1970?
