Ok, before I actually get to Sirius's relationship to Harry, I feel there is a need to address something here. Someone can't be someone's uncle if they don't have the same last name? Does that mean that the brother's of a person's mother can't be that person's uncles because they don't have the same last name as that person? Or someone who marries a person's father's or mother's sister can't be that person's uncle because they don't have the same last name? The only thing a person actually need to be another person's actual uncle is to be related to them either biologically, meaning that they are either the brother of the second person's father or mother, or by marriage, meaning that they married the sister of the second person's father or mother. A friend of the family may be viewed by the kids of said family as being their uncle even though there is no relationship there.
As for Sirius's relationship to Harry, he's his godfather. Sirius was James' best friend, so when Harry was boorn James and Lily asked him to be Harry's godfather. Sirius would have been more than willing to take care of Harry after his parent's were killed, but there were two problems there. The first was that Dumbledore didn't want Harry growing up in the wizarding world. Rather, he wanted him to live as close to a normal life as possible. Had Harry gone to live with Sirius immediately after his parents had died, then he would have grown up knowing full well people saw him as a celebrity and he may very well have expected to be treated as such at Hogwarts.
The second problem with Sirius taking Harry the night his parents died is that he wanted to avenge his friends deaths. Sirius knew full well who was to blame for Voldemort knowing where to find Lily and James and he was determined not to let him get away with it. Unfortunately for him, Pettigrew escaped and no one knew that Sirius had turned down being the secret keeper for his friends. He'd been afraid that Voldemort might capture him and get it out of him no matter how much he'd tried to hide it, but at the same time he expected Voldemort would go for him and thus would loose out because thwe most obvious choice would not contain the secret. Unfortunately, Pettigrew was a secret Death Eater, something that Sirius only realized after James and Lily had been killed. Had news come that he had been captured before the Potters had died and then they had been killed, then it might have been expected by Sirius that the info had been tortured out of him. But because Pettigrew was wandering about safely Sirius realized what he was and wanted to avenge his friends deaths. Yet Pettigrew escaped and lead others to believe it had been Sirius who had been the Death Eater.
So for years Harry grew up not knowing the truth about his parents or that he had a godfather who truely cared for him.
