Raising something to a fractional power means two things. Firstly, you raise it to the numerator's power. (4 ^ 1 = 4) and then you take the denominator's root. (square root of 4 = 2). Taking a negative power just means the reciprocal, so 1 over the positive version of the power. (1 / 2)

The negative sign just means .. flip it over 1. therefore, it is.. 1/2
