I don't know about California....but in Illinois where I am, yes. A "Youth Officer" is called in along with parents/guardians. He/she decides what to do with it based on severity and history of offender. Most times, it doesn't go to court and the brat gets turned over to the parent. Worst case (for the brat): goes to Audi home, then court.

Of course.

Worst case? He gets charged as an adult with assault occasioning great bodily harm - or even attempted murder - and gets a felony conviction.

Best case? The DA drops the charges and he doesn't get charged at all.

Yes, anyone can be arrested who has broken a law. The worst case would be willful murder I would imagine.

Yes. Depends on the judge and the DA's and your public defender. Everycase is different in every court.
