I know 2 meanings, you refer of a person like a towel when:
1.- You make reference for someone who ruins the fun of a situation (absorbing the fun). Ej: Alix you are being a towel today.
2.- When someone trust a person, and this person hurts or abuse of you or uses you for their own benefit, its like you are being use and after thrown away when you are not needed any more (like a towel, when you take a bath, dry yourself and throw away the towel) . Ej: John treats you like a towel.

Nothing as far as I know.... a "tool" is someone who's part of the problem, i.e. working with The Man.
