what do you think of underage drug addicts?

for example, someone who drinks, smokes and taakes drugs on a daily basis and is 14 years old.

I feel sorry for them to be so young and addicted to drugs. I hope that they can get help there are program just for their age groups like a rehab center . They have their whole life ahead if they can get control of their addiction.
