My friend is having a relationship with a guy who is related to her. He is her 2nd cousin, I think? Is it illigal if she wanted to get married to him?

They should be fine. there is nothing wrong with marrying a second cousin and it is perfectly legal and moral, a friend of mine married his second cousin and their kids are very healthy and they are the smartest in school.

I don't actually think it is, and as she is having a relationship already it's going to be really difficult for them to discontinue, now they've got the affection going between them both.
The only thing that concerns 'some' relatives in cases like this is the 'stigma' that's associated with inter-relationships, within families, and of course there is the issue of 'geniality', whether any illness like MS etc, can be passed through the 'blood line', other than this, there shouldn't be a problem.
If either of them are religious, then they could ask their local priest, vicar, etc.. they would be able to say. Or go to the Library and ask them if they've any books on the subject of 'Marital Laws'.

In the uk it is perfectly legal for first cousins to marry so second cousins are fine.

As far as I know, it's legal in every state to get married to a 2nd cousin, and some states will even let you marry a 1st cousin.
But, I'd still like to add... ewwwwwww.
