I'm guessing there are a number of reasons.
1. At least in the Northern Hemisphere, the holiday season falls at the darkest time of the year. There is something called Seasonal Affective Disorder (SAD) that causes some people to feel down. For further information see:

2. This is SUPPOSED to be a happy time of the year. The media shows people having fun and being joyous. I want to know where those people are because I don't see groups of happy people where I live. But if one believed the media, one might be depressed with the thought of missing out on happy times.
3. One often has to see people (i.e. relatives) one doesn't necessarily want to see. This can be depressing.
4. Society and the media push us to do things we do not necessarily want to do--spending too much money on presents; dealing with hoards of people at shopping malls (or maybe that should be mauls).

Sudden shock of reuniting with the family or grief because some incident or accident happened during the holidays, maybe the person is already depressed and a time that everyones happy makes them more depressed..

Holidays are depressing to some people because they make it that way. There are so many things that can be done on an individual bases. Which means, you can get out and do things by yourself. MAKE SOMETHING HAPPEN!!!!

the holidays are not depressing unless you have a reason to be depressed on the holidays.

holidays for a lot of people are depressive, they may be alone, someone has died they know, holidays were never happy or fun when they were kids, the suicide rate is higher during christmas for these reasons i mentioned
