It is old, i remember there being a man that finds the mermaid in the grounds/gardens of his house- or she goes in to the pond or fountain at one point. She has long blonde hair (shakira wavy style). I know that the film is not splash as its alot older, plus no one forgets Tom Hanks. Im sure the man and the mermaid fall in love.

according to imdb, his earliest movie was in 1980...
and his only mermaid movie was splash..
