None really, but an HTML editor will make the task a lot easier. I would recommend you start out with frontpage. It's easy to use and will teach you plenty about the various codes you'll need to know about. If you don't want to spend much, try one of the free web building spots, there is a ton of them.

Well, to be honest I think what you're talking about is much harder than you realize.
If you're talking one of those quick free (and usually crappy) websites, then you could go a number of ways just by searching "free website". But you won't be able to do most of the things you listed with one of those.
There's a software called dreamweaver that allows you to make websites, but it's pretty expensive. And even making a real website on your own is going to cost you some bucks every month to pay for the domain name (yourwebsite.com).
To make a website like that from scratch without any pricy software all you really need is Notepad (a program on Window's computers, not sure what Mac's use), and a lot of knowledge on programming languages such as HTML, CSS, and probably PHP. Which can be hard to learn.
Again, I'm guessing you didn't realize how complicated making a website can be. But like I said you can always just search "free website" and find a site that lets you make your own. I know one called freewebs.com. You won't really be able to do the things you mentioned with it though...

Essentially all those things can be done using just notepad and online references. But there are also online web frameworks that you can modify to suit your needs like .net nuke or phpBB .. there are hundreds
If you want to design from scratch you will probablly WANT:
- a html editor (and editors for whatever language you decide to use such as php, .net or javascript)
-ftp client to upload files to your host
-an image editing file to make your graphics
im probablly leaving things out but you get the picture. other than web hosting, if you have a computer of your own everything you need is free. most of these programs are just really helpful, but not required. you can code in almost every language just in notepad or textedit (for macs)
