None do, especially the H & R Block card because that is merely nothing more than a gift card, and it's not tied to a checking account like a regular debit card is. Your tax refund was the amount put on that H & R Block card, and once that's gone, the card's no more good.
You need some sort of credit in order to rent a car, sorry, but that's how it works.

The reason is simple: they want to be able to ding your credit card if you don't come back with the car. With a debit card, you could leave $1 more than the amount be charged, and never come back, and they can't do anything about it since that's all you got in your account.

They don't accept it unless it's tied to a credit card company such as Visa or Mastercard.

OK, tonalc1 isn't exactly correct. I have a debit card that is a Visa, and rental companies still won't accept it. It's absurd.
