My calculations give me Central Canada as the highest population density..

Atlantic Canada:

Central Canada

Quebec: Population 7,636,700; Area 1542056sq km
Total: Population 20,267,200; Area 2,618,451 sq km

Central Canada-Ontario and Quebec. Ontario is the largest Canadian provine in both landmass and population with about 11 million people. Quebec is second in terms of landmass and population, with 7.3 million people. Ontario has Canada's largest city-Toronto, and Quebec has Canada's second largest city-Montreal. Therefore, these statistics reveal that Central Canada has to have the highest population density.
