You train yourself. Consciously at first, notice what's around you, be aware of it, do it constantly, soon it becomes second nature. It is a usefull skill, being aware of your surroundings can mean the difference between life and death. Criminals look for people that aren't paying attention to what going on.

I know, i got a ticket on my way home from work one time for not have a drivers side mirror. I had driven the car without the mirror for 3 years. Never once did anyone ever bother to mention that in the state I live in, driving without the drivers side mirror was illegal. Is there some lawbook somewhere that we should all have to read. Or can't they give people a warning on stuff like that and if it happens again then give them a ticket? I am sure there are several other laws that I am breaking and have no clue that I am breaking the law at all.

There isn't any way other than to simply take things slowly, relax, and try to take your time. The current state of American Society prevents us from ever having a moment to think, and until we do, things like this are bound to happen.

Instead of worrying about your surroundings, worry about complying with the law. If you don't break the law, you have nothing to fear.
