no, it's not OK - it's illegal.
In most States, if both people are underage as defined in your States laws, they can BOTH be charged with a crime.
Now, the definition of "underage", in some states, depends not just on actual age, but also on age *difference* - so someone who's underage if they have sex with a 25 year old might be of legal age if they have sex with someone their own age - but it all depends on actual age and on your State.

In most states they will not arrest two underage people who engage in sex if there in no force and their ages are close and not 2 or 3 years apart. While most wont consider it legal most states do not have law on the books to handle this type of problem.

It depends upon which country you are living in, and even then it may depend upon the state or county they are in.
In Australia, if the two are within 2 years of each other in age, and it is consensual, there is no law that can prosecute them. If the parents found out the two were having sex, there would be consequences -- one family may move away, and of course the parents of both would be more vigilant with their children.
In the US it varies between states as to what would happen legally. I believe that in some states consensual sex between minors within a year of each other in age is legal whilst in others it is illegal.

It's OK for the girl. It depends on the jurisdiction, but in most places if she drags a ten-year-old boy into bed, he's guilty of statutory rape.
