First thing before you do anything pull the spark plug wire off the spark plug.
Then pull the cover off to get at the blades.
Then it will be just a combination or unwinding it and cutting where necessary to get it out.

Don't know anything about electric, but my husband got a gas powered over 25 years ago and still working fine. We also have a driveway wide enough for a 2 car garage and also when he first got it he cleaned out 2 or 3 of our neighbors and also used it on his mother's. I would gladly recommend gas. (We live in North-Central Indiana, so weather might be similar at times.

you will have to cut the cord. you could try to pull the pieces out with a pair of locking pliers, like vise grips. if this does not work. cut away as much of the wire as possible and aim the shoot towards a wall of something and then start up the machine. be careful because the pieces of wire will come out at a high rate of speed. Good luck

better get out the wire cutters and start clipping away at all the areas of the light cord you can reach once you have cut the cord into little 4 to 6 inch pieces just start the blower back up and the pieces will fly out and then get a rake and scoop up the mess ....

Cut it out and get a new one. If you cant just pull it out by reversing the blades direction, then its got cuts and rips in it for sure.

Sorry but it looks like you'll have to buy your neighbor a new one.
