Probably Thatcher for withdrawing the Royal Navy from the South Atlantic and planning to sell off some of the ships which encouraged Argentina to invade the Falkland Islands.

No one knows. The Queen can only listen and advise and therefore technically, having no executive power, has nothing to have 'headaches' over. All discussions between the Queen and her Prime Ministers are completely confidential and no one ever knows what is discussed. Therefore, it is impossible to know what caused her to express most concern to who.
