Waffle house is a southern chain that has slowly expanded its geographic area. They are growing. They have expanded as far as northeastern PA and out into the Denver CO area!
They will expand their reach, it just takes time!
From your name, I assume you are in the general area of Hershey! There are two waffle house locations in Harisburg.

I think they have them all over the country, though they are not very common.
I was once in Orlando, Florida for a vacation, and I think I saw one down the road.

because waffle houses aren't a big chain, and they are not a big chain because the aren't really that nice. a breakfast restaurant like IHOP is all over because, 1 the food is like great its not good like waffel house its great, and waffel houses are not really designed that nice inside and out.
