The full saying is "ignorance is bliss when tis folly to be wise", so it could mean that the less you know about something the less you may have cause to fear, such as certain goverments true policies on prevention of certain acts for example.

Ahh, one of my favorite sayings... I don't think this qualifies in every circumstance, but it reminds me of the innocence of childhood. Of course, the flip side is knowledge is power.
