They're mulching the trees--but I hope they didn't rake the leaves up to the trunk because that can cause root rot. It also keeps the ground from freezing near the roots.

The leaves decompose and nourish the trees. Like natural fertilizer.

They are probably using this as mulch which will eventually turn to compost which in turn becomes nourishment for the tree.

Either as a kind of mulch, or they are getting ready to set the trees on fire.
