Lots of cemetaries have filled to capacity. Some just continue to bury people on top of others, some opt to move the old bodies to a different part of the cemetary to make space for the newbies, some just close and don't let anyone else in.

Yes, often they do and the other answers have covered this.
One interesting example happened in Paris in the 18th century where the cemetarys became so full they emptied them into the network of Catacombs beneathe the city. Yep, they sure do fill up to capacity.
Then, what they do is put a layer of earth over a lot of places and start burying people again.
Sort of a Housing Development project for cemetaries.

I'm sure they do. They would probably buy more land if possible to increase their size. A lot of cemetaries now are pushing for masoleums and some have those small ones that to me look like post office boxes for ashes. Small columbariums.

Yes, cemeteries do fill up. I live in a small town and ours will be full in about another year. The city has already purchased another couple of acres just outside of town as the "future home" of the new city cemetery.

Yes and anyone who buys a lot before they die should always keep an eye on their lot, because there have been cemeteries who will bury other people in someones lot and then they fill up their cemetery and then you have to find a new one to get buried in.
It would be better not to die in the first place.
What does a cemetery have to do with Mythology and Folklore anyways?

Sure. Sometimes they bury people on top of each other, or put people in sarcophagi on top of the ground or mausoleums.
They might also move remains around, if they're sufficiently decomposed.
Usually, it's one guest per plot, but sometimes places aren't reputable. But I suppose they'd expand or put people elsewhere if they were totally full-up.

yes they do. well they stop selling new plots and finelly stop allowing new burials. what happens next depends some times there abounded and the state cemetery commission takes over control other times like if a church owns the cemetery maimtence gets cut way back and just they drift away

They fence them off and the land is protected by law, in the US, in perpetuity. However, sometimes....
