A magnitude 7 earthquake releases approximately as much power as the largest fusion explosive ever constructed. By comparison, the famous Indian Ocean Tsunami of 2004 was generated by a magnitude 9.3 event - more than 100X as powerful. An extremely high yield nuclear bomb could probably create a significant local tidal wave, but nothing on an oceanic scale.

Hello there;
Yes it can maybe not directly but say if you place a nuke below the land which is under the ocean and then detonate it.So if it is powerful enough it will create an earthquake thus producing a seismic wave or tsunami...
