The best suggestion for some one your age is to babysit. I believe all states has a law against people under the age of 16 working. Some states even require you to get a worker's permit before the age of 18 and even then you have restrictions due to the fact theorically you should still be in school. But babysitting is still one of the last jobs left to underage people (but not restricted to).

You should go to your local hospital and ask them about a certified babysitting class. It is a cheap class where you can learn how to babysit, and that way you can make plenty of money, and get to know parents with younger kids and then they will start to tell other parents about you, and you will soon have many jobs, but keep in mind you must be organized because you will have a very hard time if your not. If you dont want to be so bored watching the kids, ask a friend to come help, or you could always work with one of your friends.

Besides babysitting which is paying pretty big bucks no a days... you could also be a mother's helper... For instance... If "mom" wants to go shopping but has several small children she might take you along to help w/ the children. You wouldn't be alone w/ the children and have absolute care of them. The pay might not be as much but you'd have the benefit of the mother's experience.
How about light weight yard work? ...pulling weeds in a flower or veggie garden... clipping of dead leaves after spring flower bulbs bloom... raking leaves...

First of all talk with your parents. You may be able to baby sit, or they may be willing to pay you for extra house work. What about raking leaves, shoveling snow, mowing, news paper route? Good Luck!
