What is a problem that can not be proven through testable experimentation?

The biggest one that haunts all atheiest/scientists dreams is whether or not God exists. Another example would be the problem of mind reading. Can she read is mind? What is really on his mind? These questions/problem cannot be tested!

A problem that cannot be proven via testable experimentation is called a problem!

Some might have a hypothesis about the cause of the problem, but because that hypothesis cannot be tested, the hypothesis is called a belief.

Many beliefs exist because of what was reported by a person. That is called anecdotal evidence.
