No. to be judgemental you have to judge a person based on their choices, and the way they live the life. telling that person that he/ or she is judgemental is just an opinionated statement.

yes but even though the word is the same it can have more than one meaning based on context and tone.

The one saying the other is judgmental is making a judgment but the word that is used is meant to convey a sense of coming to a conclusion without suficient facts to truly form a correct conclusion.

I don't see it that way. If you tell someone they are being judgemental, you're making them aware that you feel that way. There is no other "spin" you can put on it.
