Not a California Resident.
3.6 GPA weighted (had a bad freshman year!)
Full International Baccalaureate course load for junior and senior year.
Honors classes freshman and sophomore year.
Extracurriculars include: Cross Country Running (2 years), Track and Field (2 years), Model United Nations (2 years), green school(2 years), gay straight alliance(2 years), and tennis (1 year)

I volunteer at the boys and girls club and as a SMART reader.

You have a shot. Make sure that you address the bad freshman year in your essay.

I had a bad freshman year of college -- but did well after that. I got into a PhD program at Berkeley -- so I know it can be done.

Not that high..
But then again, maybe if you're a standout at your school or you show major growth/ improvement through your transcript... There's always a chance. Just apply and try it! But for real, at my school (which I guess is extremely competitive), the average weighted GPA for those accepted to Berkeley is 4.89 weighted with a 2360 SAT score...

Unlikely;
Berkley Out of State is extremely difficult. 3.6 unweighted won't cut it (and if you are not in top 10%, chances drops to 0); OOS needs at least a 2200+ to be competative.
Berkley is pretty difficult for in state students; OOS admission rivals that of Ivy League caliber schools.

Although your GPA sucks for Berkley, your other credentials may be good enough to get you in. Just make sure you do a killer job on your application.
