Prey are often harder to come by in extreme climates. Therefore, organisms have evolved special methods to capture prey (like poisons) in these environments. That's why many of the most poisonous organisms can be found in Africa and Australia.

The milder living conditions in hot climates allow many more animals to evolve, period. Due to that, competition is much fiercer and so many of the animals had to evolve very effective defensive and offensive systems.

In the colder climates, there is just not that much competition, so less pressure to evolve that way.
