No... first of all, why we would need licensing for something theoretical and the type of research conducted is not dangerous? Also, this would send a precedent to license ALL scientific research... do we want to "license" statistical surveys? like car injuries or blindedness or penguin studies? Do we want to stop all research just because you might be irritated by scientists that have a different opinion of yours?
I say leave the bureaucracies out of science.

Well let's see, they already have to:
Get good enough grades in high school and a high enough SAT score to be accepted into a college.
Do well enough in college classes and on the GRE to be accepted into graduate school.
Do well enough in graduate classes to pass, pass excruciatingly difficult preliminary exams, pass incredibly difficult oral exams, and spend years doing research and writing a massive thesis.
Then they have to get a job at a scientific institution and do sufficiently high quality scientific studies to consistently obtain grant money.
On top of all that you want them to pass licensing exams?
Talk about overkill.
