Wagging The Dog - from my understanding - was when Republicans claimed that Bill Clinton was making Terrorist threats seem like something bigger than what they supposedly were.
They seemed to consider his infidelity to be a more important issue at the time.
We now know differently.... some of us.

Nope it was from a movie by that name. It's a really hilarious flick too. It was a parralel between President Clinton and Monica Lewinsky and the start of many minor, meager military adventures the Clinton administration carried out to take media attention away from a stained blue dress. All the little military actions were rather impotent attempts to draw media attention.
Almost a year later Clinton got us into the war against the Serbs, which was a big mistake, the Serbs were Al Qaeda's number one enemy then. Serbs were kicking some Al Qaeda butt, and Clinton and his toady Clark bombed the crap outta the Serbs. The only bright spot in that was, the Chinese embassy in Belgrade was hit by accident. (OOPS)
Now we and the rest of NATO still have troops in Bosnia wasting time and resources and being very supportive of Al Qaeda.
The war in Iraq has none of the characteristics of a "Wag the Dog" model, if you've seen the movie.

They said bin Laden wasn't a threat.
