Well i've had a few in my time and i find that there is something to be learnt from them all.. They were all meant to be basics for beginners but they were all helpfull at diffrent things.
The one I love the most however is my 'manga mania' by christopher hart. I wanted to tell you about this one because its a book i can come back to and learn from time and time again. I got it when i was 11 and had just learnt about manga. I'm now 15 and i still find myself picking it up to look at drawing 'folds', 'expressions' ect.
I wont lie to you, if your new to drawing figures as well as manga then this book wont work magic and you'll probably find you wont need half the stuff in it for a long time. But i've never found a how-to-draw book that has been able to teach me how to draw figures quickly, its one of those things that just needs lots of practise.
I suggest buying this book along with another if you new to drawing the human body too ^^ goodluck!

One that I use all the time is called "How to Draw Manga - Super Basics" by Angel Matsumoto (ISBN 4-88996-112-7). I bought it at Borders for $22.99, but as of today there are a couple used copies available on Amazon for under 12 dollars!
For some strange reason it is #8 in the series, but it is the best all-in-one book of the most important foundational drawing techniques. All 190 pages are packed with helpful info and drawings...no fluff or full-page spreads to pad it out.
Topics include Materials, Drawing People (of all ages), Clothing and folds, Special Effects, Manga page layouts, crosshatching, zipatone, Animals, Backgrounds, ...there is a ton of great stuff in this book!

You can browse through the ones at your local library, check the art & cartooning section.
Then hit a store like Borders or Barnes & Noble to see the new books they carry, some are pretty good.
