Yes, they are open to the public (well, almost all). The main road from Florida City is paved all the way to Flamingo. There are a couple of side roads off it that are also open most of the time, some paved and some dirt.

The road to Shark River observation tower off Hwy 41 (Tamiami Trail) is only open to bicycles and to the tram that the Park Service runs.

At the extreme west end of the park is Chokoloskee and Everglades City, but no road to take a car into the interior.

Visit Everglades 3 times a year, live in Florida. If you drive on, 41, takes you through the heart of it. Everglades City has a major road that takes you right in! Hand full of Hotels, eateries, quite quaint. There is a Rod and Gun club, Hotel, great restaurant... A must, there is 10, 000 islands, if a road is not open, will say. A wonderful, natural work of art, oh, fill up your gas tank, far and few between.

Yes they are, but make sure that you fill your fuel tank, that you have food and water and take care of other personal needs before you enter the Everglades area. There will not be filling stations or convenience stores for a long, long ways.
