's shows possesion. The cat is her's.
Do you mean the what does the number 39 mean?
Apart from the book the "39 steps" I do not know of any special meaning attached to the number 39.

#039 is the ascii code for a curly apostrophe, a ' . This is different than the ' that appears when you hit the key next to the enter button on your keyboard. If you're seeing #039 instead of ', it's because your browser isn't formatting the character correctly.

's means nothing by itself - it is used to change a word into its possessive form:

the cat's fur - the fur of the cat
my dad's car - the car belonging to my dad
it's - it is
