Congratulations. You found the article it's just a shame you didn't bother to read it. The reason Bush is against that provision is that Iraq will pull their 25 billion dollars worth of investments from our banks. During this time when banks are taking huge write-offs 25 billion could be disastrous. But then again you probably do understand that. As a neolib you just go out of your way to find a reason to hate Bush. Truth be damned.

Iraq is his baby and he is consumed by it and only it. Nothing else matters to him. Anything that even hints of getting in the way of his precious war will be vetoed no matter what it is for or how many Americans want it.

I believe that he has a right to do it, although I do disagree with him. Nevertheless, congress should be able to muster up enough votes to override the veto.
